Oando Energy wins Kwanza basin block KON 13 in Angolan bid round
Agency for Petroleum, Gas and Biofuels, ANPG, the Angolan upstream petroleum regulator, has announced Oando Energy as the winner of Block KON 13, located in the Kwanza Onshore Basin. Oando emerged the winner of the Block in its Limited Public Tender, based mainly based on financial and technical considerations. The tender was made public on May 24, 2024 while the bidding, targeted at increasing investments and the nation’s production capacity, took place on September 3, 2024.
ANPG, stated: “The National Petroleum, Gas and Biofuels Agency (ANPG), acting in its capacity as National Concessionaire, under the terms of Presidential Decree no. 86/18, of April 2nd, hereby announces the result of the Limited Public Tender for Block KON 13, located in the Onshore Kwanza Basin, made public on May 24th, 2024, to national and foreign entities that expressed an interest as Operator and non-Operator, and held on September 3rd of the same year.
“The process was based on the requirements for acquistion of the status of the National Concessionaire, namely Operator (financial and technical capability) and Non-Operator (financial capacity), set out in Articles 4 and 5 of PD 86/18.” It added “Furthermore, the National Concessionaire would like to inform that the remaining 10% of Participatory Interest, for the capacity of Non-Operator, of the aforementioned block is available for award, and the award process will be carried out through a restricted tender, to the companies that applied and did not win, for the capacity of Operator.”
